PUBLIC STATEMENT

On 2 October 2025, the Government of Timor-Leste issued Government Resolution No. 54/2025 , announcing the immediate revocation of all concessions, licenses, and authorisations related to online gambling and betting operations. In light of this decision, Golden River Universe Lda (GRU) wishes to respectfully clarify its position.

In August 2024, GRU signed a Memorandum of Understanding with RAEOA for the rehabilitation and operation of the Oe-Cusse Hotel as part of a long-term offshore gaming investment project. However, RAEOA subsequently decided to transfer the management and operation of the Oe-Cusse Hotel to another company. As a result, GRU did not commence any operations in Oe-Cusse.

In April 2025, GRU obtained a license from the Gaming Inspectorate (IGJ). Nevertheless, the company has remained strictly at a preparation and coordination stage in Dili. No commercial operations have been launched, no customers engaged, and no staff employed for gaming activities.

GRU fully respects the sovereign decision of the Government of Timor-Leste as set out in Resolution No. 54/2025. The company recognises the importance of strong compliance and transparent governance, and reaffirms its commitment to align with future legal and regulatory frameworks established by the Government.

GRU wishes to reassure the public and stakeholders that no players, partners, or employees have been affected, as the company has not conducted any active business in the gaming sector in Timor-Leste.
