GRU is officially appointed under Timor-Leste’s national Concession Contract to operate the country's first offshore gaming operation under the supervision of the Inspectorate General of Gaming (IGJ).

Timor Offshore Gaming Operational Standards
TOGOS (Timor Offshore Gaming Operational Standards) is the unified set of technical, regulatory and compliance requirements governing all offshore interactive‐gaming activities licensed by Timor Leste.
Our Mandate under TOGOS:
To establish and enforce a secure, transparent and fully regulated offshore gaming ecosystem that promotes economic diversification, ensures fiscal integrity, and adheres to international best practices
Core Pillars:
- Regulatory Oversight & Reporting: Defines IGJ’s supervisory role, audit cycles, GGR calculation and real time data feeds via our iGMS Regulatory_Framework[1]
- Technical & Security Standards: Mandates certified RNGs, end to end encryption, intrusion detection and disaster recovery capabilities
- Responsible Gaming & Player Protection: Enforces age verification, self exclusion tools, deposit/loss limits and access to support services

What is TOGOS City
A visionary integrated digital township that goes beyond gaming. It combines offshore gaming, fintech, offshore banking, tourism, education, F&B, and lifestyle infrastructure into a smart city ecosystem. About the Inspectorate General of Gaming (IGJ)
The Inspectorate General of Gaming (IGJ) is Timor-Leste’s official gambling commission, managing all gaming activities, from lotteries to modern gaming ventures. Currently under the Ministry of Tourism and Environment, led by Vice Prime Minister Francisco Kalbuadi Lay, the IGJ ensures fair and transparent operations, boosting tourism and economic growth. The term “IGJ” may echo Portuguese naming traditions like “Inspeção-Geral,” but it serves Timor-Leste’s unique goals. Active for over 12 years since at least 2013, the IGJ licenses operators and adapts to evolving government structures, recently expanding into offshore gaming in 2025, solidifying its role in Timor-Leste’s vibrant future.
